Global Insights: National Health Insurance (NHI) Taiwan as a Model of Best Practices in Health Insurance Worldwide

The Health Administration and Policy Department of the Faculty of Public Health, Universitas Diponegoro, has held the 2nd UNDIP Global Classroom in an online forum entitled “Health Insurance around the World: Best Practices of National Health Insurance in Taiwan” which was held on Friday, April 24, 2026. This activity invited Assoc. Prof. Raymond Nien-Chen Kuo from the Institute of Health Policy and Management, College of Public Health, National Taiwan University and was guided by moderator Nurhasmadiar Nandini, SKM., M.Kes, a lecturer from the AKK Department of FKM UNDIP.

The session highlighted how Taiwan’s National Health Insurance (NHI) aligns closely with the goals of the United Nations under the Sustainable Development Goals (SDGs), particularly Goal 3 on ensuring healthy lives and promoting well-being for all at all ages. By achieving near-universal coverage, equitable access to comprehensive services, and strong financial protection, NHI represents a concrete example of progress toward Universal Health Coverage (UHC).

 

In his presentation, Assoc. Prof. Raymond explained Taiwan’s experience in managing the National Health Insurance (NHI) system, which successfully achieved 99.9% coverage. In his presentation, he explained that NHI is a mandatory health insurance system with a single payer model that provides comprehensive services, from promotive to curative, and is supported by an extensive network of health facilities. Since its launch in 1995 to address the gap in access to services, this system has continued to be strengthened through reforms in payment mechanisms such as the global budget and pay-for-performance to maintain cost efficiency while improving service quality. The discussion was interactive with high enthusiasm from the participants, especially in exploring lessons that can be adapted to strengthen the health insurance system in Indonesia towards sustainable universal health coverage. It is hoped that this activity can be the first step for FKM UNDIP, especially the AKK Department, to establish further collaboration in other areas of the tri dharma of higher education.
